SpringBoot Migrate 'com.gradle.enterprise' gradle plugin to 'com.gradle.develocity'

Does SpringBoot need to be changed?,com.gradle.develocity maybe I can contribute the code

I think we should upgrade, but it's hopefully an easy change and since we'll need to do a forward-merge it's probably easier if we do this one ourselves. Thanks anyway for the offer @livk-cloud
