SpringBoot Relocate test CNB builder used in plugin integration tests

Integration tests for the image building Maven goal and Gradle task use a simple test CNB builder and buildpack. The builder and buildpack images have been hosted in a Docker registry that is being decommissioned, so we need to move them to a new location.
