SpringBoot changelog-generator.yml shouldn't use ${{ !vars.COMMERCIAL }} as it isn't processed by GitHub Actions

We might be able to set it in the env before running the spring-io/github-changelog-generator action. If that's not an option, it may have to be handled as an input into the action which will require a new release of it.
