I guess it is related to https://spring.io/blog/2020/10/29/notice-of-permissions-changes-to-repo-spring-io-fall-and-winter-2020, but I don't understand how I am supposed to fix it.

JCenter is currently having issues and this is affecting the Gradle plugins portal.
