Fixed the encoding problem when loading an EncodedResource target with specified charset, not encoding.

@dowenliu-xyz thank you for the PR and sorry it took so long to review it. In the meantime, PropertiesBeanDefinitionReader is deprecated so we won't make any further change to it.
