Thanks for the PR.

We are not interested in making either of the proposed changes: there are no issues with current file name, and we do not wish to alter the Apache license instructions. Furthermore, our use of the license header is documented in Code Style for contributors.

In light of the above, I am closing this PR.

This PR follows the Apache instructions. You have to alter the Apache license in order to follow the instructions.

Currently the Apache license has not been applied according to the instructions.

The instructions state:

To apply the Apache License to your work, attach the following boilerplate notice, with the fields enclosed by brackets "{}" replaced with your own identifying information. (Don't include the brackets!)
