Spring Javadoc snapshots no longer published since the move to GitHub Actions

As discovered by @wilkinsona, we no longer publish the Javadoc for snapshots of 5.3.x and 6.0.x. This happened when CI was moved to GHA and properties were not correctly migrated.

The current value are correct for 6.1.x onwards, see #31049 but should have been updated as part of the backport.
