Redis Backport support for the -u <uri> option to redis-cli v3.x

Support for the -u <uri> option was merged in PR #3409, but only to redis-cli v 4. It would be helpful to have this option in version 3.2 as well.

At this point in time v3 is no longer with us so this issue can be closed.
