Redis Upgrade hiredis for redis 7.0

Let's upgrade hiredis before releasing 7.0 RC1 needed to resolve #9694

Sure, should be doable. I'll ping the thread if I find any big hurdles. I'll need to first put together hiredis v.1.1.0 with the fixes to PUSH message order
