Redis [NEW] Add support for "replaced_by" for arguments in command json

The problem/use-case that the feature addresses

In #10970 it became clear that it would make sense to add support for "replaced_by" for arguments as well. The case that is handled there, is CLIENT KILL which got an alternative argument format in 2.8.12

Description of the feature

Similar to "replaced_by" for commands, "replaced_by" for arguments provide a hint to a non-deprecated way of using arguments.
