Redis Module API, add RM_ModuleOptionAll

Following the comment on: https://github.com/redis/redis/pull/11199#discussion_r1009438817 Add an API for a module to determine if a module option is supported by the current Redis version. Much like RM_Get**FlagsAll API's.
