Describe the bug version : 7.0.10 Redis [BUG]sentinel cluster failover issue

a health sentienl cluster with 3 sentienls , 1 master, 1 replica. stop replica node , and write some data to master, then stop master node and start the replica . replica switch to master when master node down. A short description of the bug.

To reproduce 1. stop replica node 2. write data to master 3. stop master 4. start replica 5. replica will switch master in auto failover Steps to reproduce the behavior and/or a minimal code sample.

Expected behavior when master down , the stopped replica will not switch to master after replica restart A description of what you expected to happen.
