Redis [H]INCRBYFLOAT should reply with a double

In symmetry to [H]INCRBY that reply with an integer

Currently, the reply is a string (feels like something that was overlooked when RESP3 was introduced)

@AlexJuca is this issue causing you any trouble? can you describe what you do what how this affects you? we recently decided to take a more cautious approach with regards to breaking changes, and i think we wouldn't like to change this at this stage, for fear of causing more harm than good.

@oranagra I was digging for issues to tackle, and I wanted to ensure I had the most up-to-date information before tackling them. Since this is a breaking change I think we should pause on this but out of curiosity what would increase our confidence to implement this safely?
