Spring Security Update to Spring Data Moore-SR3

Related to https://github.com/spring-projects/spring-boot/issues/19783, we are seeing build issues with Moore-SR4.

Let's update the Moore-SR+ dependency to simply be Moore-SR3 while this issue gets addressed.

Nevermind, I spoke too soon. :) @rwinch was able to upgrade the build to Gradle 6.1, which resolves the issue.
