Spring Security Make CONTRIBUTING focus on encouraging contributions

Summary

The documentation is long and does not encourage contributors. We should rewrite it to encourage contributors. For example, point out that we want contributions and that we are willing to help users. They do not need to get everything correct right away. We should also include information on how to find an issue (first timers and help wanted). Of course we are willing for users to volunteer for any issue.
