Spring Security Remove updateDependencies plugin

Now that we have Dependabot taking care of our dependencies we should not need the updateDependencies plugin anymore.

By removing this plugin we also remove some deprecations with Apollo:

Calling configuration method 'attributes(Action)' is deprecated for configuration 'apolloMetadata', which has permitted usage(s):
        Declarable - this configuration can have dependencies added to it
