SpringBoot When forward-merging a change that closes multiple issues, the forward merge hook only creates a forward-merge issue for the first issue that's being fixed

https://github.com/spring-projects/spring-boot/commit/29ba18afec530d3a25448ebc924be7ce6628cdff is an example of it not doing the right thing. Fixes gh-25367 in 2.5.x should have resulted in a forward-merge issue being created and that part of the commit message being rewritten.
