SpringBoot Consider if we want origin support for spring.config.location

We can easily add origin support ConfigDataEnvironment by plugging in ConfigDataLocationBindHandler to bindLocations(). This could help users track down why a specific property file was imported, but it also adds some noise to the actuator endpoints.
