Spring Cloud Config Download and use vault enterprise for testing

It runs for 30 min without a license. We can use it to test the few enterprise vault integrations we have.

Ideally, copy scripts and the OpenSSL conf from spring-vault (except k8s scripts) and then launch start.sh which will generate certificates, download, and launch Vault.

Alternatively, launch each script individually.

install_vault.sh can be customized either via command line args or environment variables (VAULT_VER, EDITION, see the matrix build for examples).
