Gin go version number is lower than 1.13

If my go version number is 1.9，can I use this it ？ And how can I use it ?

Go version 1.9 is six years old. It is EOL and should not be used anymore. And I guess you can get it to work, but it will probably require a lot of hacking and monkey patches.
