Pandas version checks

Reproducible Example

import numpy as np
import pandas as pd

np.random.seed(1)

ax = pd.Series(np.random.randn(1000) * 10 + 60).plot.hist(
    xlabel='grade', ylabel='students', ec='black'
)

Issue Description

xlabel and ylabel are accepted, but ignored.

Expected Behavior

As with other plotting methods, I would expect this to label the x and y axes as requested.
