Pandas DEPR: reindex/rename_axis signature make rewrite_axis_style_signature unnecessary

AFAICT rewrite_axis_style_signature exists to disambiguate positional/keyword arguments. Can we deprecate some non-keyword arguments in a way that lets us get rid of this?

Looks like rewrite_axis_style_signature is gone. I think @mroeschke had a PR recently that took care of this. Closing.
