Pandas version checks

Reproducible Example

import sys
df=pd.Series(str)

sys.getsizeof(df)
TypeError: descriptor '__sizeof__' of 'str' object needs an argument

Issue Description

Python getsizeof fails on a series which holds a type as data.

I'm working on it on https://github.com/pandas-dev/pandas/pull/52112 but I don't know why Minimum Versions check fails
