Spring Refine Kotlin serialization converters/codecs conditions

As a follow-up of #34410: - Server-side: the activation conditions of the other than JSON Kotlin serialization converters/codecs should be refined. - Client-side: RestTemplate and RestClient should be refined as well to match what has been done on server-side.
