SpringBoot spring-boot-server-tests should use snapshot and milestone repositories rather than libs-snapshot

In addition to snapshots, libs-snapshot includes milestones and releases. Releases should be resolved from Maven Central not repo.spring.io. We should switch to the snapshot and milestone repositories instead which only contain snapshots and milestone respectively.
