We're currently prohibiting the upgrade (starting with 8.9) as it has a dependency that isn't in Maven Central. We should see if that's still the case with the more recent minor releases.

The dependency that wasn't in Maven Central was part of Restlet. It's no longer a dependency so we can safely upgrade.
