SpringBoot Provide GraalVM metadata repository files in Spring Boot jar built with Gradle

When the Spring Boot Gradle plugin builds a fat jar and the Native Build Tools Gradle plugin is applied to the build, any configuration files from the GraalVM reachability metadata repository that match project dependencies should be copied to the fat jar. This will allow the CNB buildpacks and other tooling that invokes Native Build Tools to find the reachability metadata.
