SpringBoot Spring Boot's Lettuce metrics enable histrograms by default and it's hard to switch them off

See https://github.com/spring-projects/spring-boot/pull/32904 for background. We can't flip the default in a maintenance release, but we can off more control over the configuration by making MicrometerOptions a bean that backs off when the user defines their own.
