SpringBoot Use Docker CLI context to determine daemon host address for image building

Based on comments in #32897, and given the number of Docker daemon options available (Docker Engine, Docker Desktop, Podman, Colima), it is becoming increasingly valuable to use the connection information stored in the Docker CLI configuration files to determine the host address to use to connect to the Docker daemon.
